Foreword


According to the requirements of the Document GNKJ [2010] No.320 issued by National Energy Administration of the People’s Republic of China,?“Notice on Releasing the Development and Revision Plan of the First Batch of Energy Sector Standards in 2010”, this standard?specifies the requirements for the contents?and extent?of preparation of safety assessment report upon completion of hydropower projects in accordance with AQ 8001, General Principle of Safety Assessment?and AQ 8003, Guidelines for Safety Assessment upon Completion, based on the summarization of research results?on hydropower project safety assessment and good safety management practice based on the principle of Three Simultaneities (i.e., safety devices and measures shall be designed, constructed and put into operation simultaneously with the main works of the project.) and the experiences?in preparation of safety assessment report upon completion of hydropower construction projects.
